I've got no idea what criteria PayPal use to check some payments and not others, but am always happy to validate purchases if a member has purchased before or been active. Worst case i'll take the hit and pay the vendor if the worst happens.

Hi, I am having the same issue - Paypal showing the transaction as "completed", yet the separate $1 payment (website's commission??) showing as pending - is it possible to manually approve as validated to activate the download please? Thanks!
